....Is that texture something that you want....part of the piece...if so your o.k, if not then the spray can is too far away and the paint is drying in the air before it makes it to the piece. 10" to 14" away is what your after.
To back up, if you want to get rid of what you have already done, just treat it like a primer coat and sand it smooth and start over.
Another possibility
could be that if you used a white or light gray primer that was not fully dried that it mixed with the blue which would have dulled the color.
Next time try warming the paint can......warming the paint can will help the paint flow once it reaches the model, producing a smoother finish. Fill a container with warm water and place the can inside...the water should be around 100 degrees...hot tap water should be o.k Do not heat the water or the spray paint on the stove or in the oven unless your looking for an explosive result.
